Coweta County Internal Promotions

Coweta County is excited to announce the following internal promotions.  

Scott Greene 

Scott Greene has been promoted to Deputy Fire Chief of Operations at Coweta County Fire  Rescue.  

Scott joined Coweta County Fire Rescue in August of 1996 after previously volunteering for the  department. Inspiration came from watching his father volunteer while he was growing up. The more Scott volunteered, the more his passion grew, ultimately inspiring him to apply for a full time role.  

“I grew up watching my dad as a fire volunteer and I always thought he was superman,” shared Scott. “I was instantly drawn to the trucks, adrenaline, camaraderie and the challenge of  helping people. I still love it today just as much as I did then.”  

Over the last three decades, Scott has served as a Firefighter, Captain on Rescue 1, Battalion  Chief at Station 12 and most recently as the Training Division Chief, but his passion has always  been on being on the trucks. In his new role, he will assist the District Chiefs and Battalion  Chiefs on day-to-day operations and response operations, while also supporting incoming Fire  Chief Greg Shinkle.

“After 27 years in response and three years in training, I am most excited to get back into  operations and assist and support our people,” said Scott. “I am passionate about serving as an  advocate for them, providing a culture where our men and women can flourish and making  Coweta County Fire Rescue one of the premier agencies in our area.”  

During his tenure, Scott has completed various classes including coursework and training at the  fire academy, EMT-Intermediate classes at West Georgia Technical College and paramedic  school in West Point. He has also participated in numerous leadership programs and completed  special operations training.  

Born and raised in Coweta County, Scott lives locally with his wife, Jennifer, on their family’s  farm. He enjoys spending time outdoors, fishing and tending to the farm and land. Scott and  Jennifer have two adult daughters: Rebekah and Kinsey. Kinsey is following in her father’s  footsteps in the public safety field as a Cadet in POST school to become a Police Officer, and  Rebekah is a restaurant manager in Peachtree City.  

Ryan Phillips 

Ryan Phillips has been promoted to Public Works Assistant Director.  

Ryan joined Coweta County in July 2015 as the Operations Manager in the Road Department,  serving as an area supervisor and overseeing road maintenance on the west side of the county and construction projects. After the Road Department and Engineering Department were  combined to form what is now Public Works, Ryan was promoted to the Road Maintenance  Division Director. In this role, Ryan oversaw road and right-of-way maintenance, in-house  grading and paving projects, bridge repairs, the creation of more than 15,000 signs, and the  maintenance of 1,000 miles of roads throughout the county. He also managed more than 40  crews that provide necessary detail labor including lawn care, construction projects and road  repairs, helping to save taxpayers a significant amount of money. In his new role, he will take on  additional management responsibilities and help serve the entire Public Works team. 

“I am excited about continuing to provide service to the county in a larger capacity,” expressed Ryan. “I am passionate about helping Coweta navigate growth, mentoring our employees,  growing the department, collaborating with other departments and continuing to provide  excellent customer service.” 

Born and raised in Coweta County, Ryan is a graduate of Newnan High School and has always  been interested in math and science. He earned a Bachelor of Science degree in civil  engineering from Southern Polytechnic State University, now known as Kennesaw State  University. He grew up watching his father own a residential grading company, which inspired  his career and allowed him to combine his passion for civil engineering and construction. 

Before joining Coweta County, Ryan worked in a co-op position with Applied Technical Services  throughout college. Following graduation, he moved back to Coweta and became an engineer

at the local firm Integrated Science and Engineering. After realizing that he wanted to work  more in the field, he became a grading foreman for E.R. Snell before the opportunity to join the  County arose. 

“I always knew I wanted to work in my hometown and make a difference in the community  where I grew up,” said Ryan. “I enjoy that there is always something different to work on every  day. So much goes on behind the scenes that the public doesn’t realize.” 

Ryan lives in Coweta County with his wife of 13 years, Lauren, and their three children:  Grayson, Camden and Millie. He enjoys spending time with his family, fishing, hunting and  listening to live music, although his time outside of work is currently filled with supporting his  children in their various youth sports. 

Marciano “Chon” Terrell  

Marciano “Chon” Terrell has been promoted to Deputy Fire Chief of Administration at Coweta  County Fire Rescue. 

Chon joined Coweta County in 2005 after seeing an ad in The Newnan Times-Herald for rookie  firefighters. After leaving Fort Valley State University and working several jobs, the opportunity  to serve was exciting and meaningful. Chon graduated from the program with the support of  fellow members, department leadership who provided guidance and strong encouragement at  home from family – including his wife, mother, aunt and father Ezzard who passed away in  2006. 

Chon began serving at Station 12 as a Firefighter/EMT. After a traumatic incident in which an  elderly woman experienced a medical emergency and crashed into the fire truck he was driving,  Chon took time off and eventually transferred to Station 11. He credits his faith, along with his  family and Coweta County family, for helping him overcome that difficult time.  

Over the years, Chon was promoted to Captain, Battalion Chief and Shift Commander before  recently accepting the role of Deputy Fire Chief. In this new position, Chon will oversee logistics,  training, facilities, promotions and all personnel matters. Chon shares that this career has truly  been built from the “mud up” and attributes every accomplishment to hard work,  determination, perseverance, faith and family, especially his wife Lakesia.  

“I believe in being a true servant leader,” said Chon. “My responsibility is now to the men and  women who serve in our department. I have a responsibility to work for them and assist them.  My motto as a Shift Commander has always been to ensure a round trip for my crews—I am  dedicated to making sure our people return home after their shifts.” 

Throughout his tenure, Chon worked extra hard and long hours to earn multiple degrees, along  with his paramedic license. He attained an associate’s degree from Columbia Southern  University, a bachelor’s degree in Fire Administration from Columbia Southern University and  most recently a Chief Fire Officer Credential through the Commission on Professional

Credentialing – an achievement completed by only two individuals in the department and 2,200  people in the country.  

“I see even greater potential in Coweta County Fire Rescue,” said Chon. “We have so many  great people – some of the best firefighters and paramedics in Georgia. I feel like I was called to  be in this position, something I felt compelled to accept after speaking with my bishop. I’m  excited to be a small part of what we can accomplish in the years to come and am loving every  moment so far.” 

Born and raised in Hogansville, Chon is a graduate of Callaway High School. Chon and his wife  Lakesia of 28 years have three children: Keshonna, Lichon (wife Kayla) and Sally. Lichon is  currently in POST mandate school alongside Scott Greene’s daughter – a graduation they both  look forward to attending in the near future. His daughter Keshonna is a teacher and Sally is  finishing her public relations degree from Fort Valley State University. Chon enjoys exercising,  going to the gym, fishing, watching the Dallas Cowboys, and spending time with family,  including his mother Gloria and grandmother Fannie. 

“We’re thrilled to see Scott, Ryan and Chon step into new leadership roles at Coweta County,”  said Administrator Michael Fouts. “Their vision and dedication will help strengthen their  departments and drive the County forward, all while maintaining the exceptional customer  service our community depends on.”
