Today, Congressman Brian Jack led a bipartisan majority to pass H.J. Res. 20, a joint resolution that repeals a regulation imposed during the Biden Administration that would ban non-condensing tankless water heaters manufactured in Griffin, Spalding County, Georgia at Rinnai America Corporation’s manufacturing facility, which employs over 300 workers.
The bipartisan vote in the House of Representatives was 221-198. 210 Republicans and 11 Democrats voted for the legislation.
Congressman Jack said, “On behalf of my constituents, I am proud to have led the effort to pass this critical legislation, which repeals the Biden-Harris Administration’s job-killing regulation imposed on the specific water heaters manufactured in our Congressional District,” said Congressman Jack.
The regulation was announced the day after Christmas, during the midnight hours of Joe Biden’s presidency, putting the livelihoods of hundreds of my constituents in peril during the holiday season. With today’s bipartisan vote, we will save hundreds of manufacturing jobs in the Great State of Georgia.”
Congressman Jack used the authority given to Congress under the Congressional Review Act (CRA) to repeal this regulation. The CRA enables Congress to disapprove of any rule or regulation announced by the Executive Branch within 60 legislative days. The Biden-Harris Administration imposed this regulation on December 26, 2024 – the day after Christmas.
Rinnai America Corporation is headquartered in Peachtree City, Georgia, and, in 2022, it opened its manufacturing facility in Griffin, Georgia, where it produces non-condensing tankless water heaters.
“On behalf of everyone at Rinnai America, I want to extend our deepest gratitude to Congressman Brian Jack for his unwavering support in advancing the Congressional Review Act resolution through the House. His leadership in standing up for American manufacturing, protecting jobs, and ensuring that consumers are not burdened with unnecessary costs is a testament to his commitment to the people of our great state of Georgia,” said Windsor.
“Thanks to his efforts, we are one step closer to preserving the choices and energy-efficient products that American families deserve, while safeguarding hundreds of jobs here at Rinnai America Corporation. We look forward to continuing to work together to uphold the values of innovation, efficiency, and American-made excellence.” Frank Windsor, President, Rinnai America Corporation”
Throughout the past few weeks, Congressman Jack has repeatedly advocated for this legislation:
- On February 10, Congressman Jack delivered remarks during a Rules Committee hearing
- On February 24, Congressman Jack again delivered remarks during a Rules Committee hearing
- On February 25, Congressman Jack delivered remarks on the House Floor during debate
- On February 26, Congressman Jack delivered remarks during a Small Business Committee hearing
- On February 27, Congressman Jack delivered remarks on the House Floor
- On February 27, Congressman Jack delivered the closing remarks for Republicans on the House Floor immediately prior to the legislation’s passage
Prior to his election to the U.S. House of Representatives, Congressman Jack was one of President Trump’s longest-serving aides. During President Trump’s Administration, Jack served as the White House Political Director. Following President Trump’s Administration, he worked as the principal liaison between Congressional Republicans and President Trump.
Thank you for your excellent delve into our nation’s inequity problem and the lessons we failed to learn from the Gilded Age policies. Our country would be well served if history and civics were still taught in compulsory schools since Americans simply refuse to read on their own.
And right on cue, Penny advanced the exact argument you predicted, blaming spending policies that assist the poor and middle class instead of the top earners who regularly run the table. He even validates your point that media moguls control U.S. citizen thought by endlessly restating Rupert Murdoch’s talking points on this blog.
I’m always mystified at how gullible, lower income, MAGA faithful vote against their pocketbooks. Apparently, policing bathrooms is more important to them than their bank accounts.
The amount of spending cuts it will take to right our country’s financial imbalance is a bridge too far for both political parties as they have shown time and again. Elon Musk’s loud spending cuts amount to a very small drop in the federal budget. Any responsible person knows that tax increases will be necessary to make a dent in our budget deficit, but that’s the problem: Congress and the Executive branch are not comprised of responsible people.
I join you in asking all Americans to wake up and stop fighting among ourselves to address the financial inequities in our nation. Although they won’t believe it, this security will help the rich as well as the lesser classes.
Keep up the good work with these editorials.
We should be celebrating Rep Jack, who in a very short time on the job was able to get bipartisan agreement on rolling back an onerous, unnecessary regulation. Even better is that 300+ good private sector jobs in our region will continue.
I believe Rinnai is the only US-based manufacturer of tankless units, and they make them in our state and local area. By the way, tankless water heaters are more efficient than tank-based water heaters, and the hot water just keeps flowing.
Jacket Dude – I have empathy for the federal workers who do take their job seriously, yet get caught up in the reductions. Having been on the short end of massive across the board job cuts in the US by a global corporation, I know the impact to one’s life.
But it happens, every day, in the private sector. Now is the time to get federal employment levels and spending to what is needed and sustainable.
“After cuts in Trump’s first term, Biden increased the federal workforce by about 5%, the highest increase in any single term since the 1980s.” That’s in contrast to Bill Clinton’s presidency, where he reduced federal employment by 11%. PolitiFact.com 2/25/25
Another factoid: Washington DC has prospered greatly while the rest of the country has struggled due to the massive federal spending. In fact, “Half of the top 10 highest-income counties in (the US) surround the District (DC).” Ggwash.org 6/25/19
We’re $37,000,000,000,000 in debt, and adding $4,000,000 a minute to it. Job reductions and removing the waste, fraud and abuse have to be done – – unless you have a better idea to keep the US from financial collapse.
Method matters. The US Govt missions that impact life, limb, safety, national security and world security. The fire all, break everything, build back only what anyone misses works at Twitter. With Govt if you cut first ask questions later people die.
Then there is acting in accordance with the law. Federal employees are protected by law. Some are covered by collective bargaining agreements. The legal method to cut federal employees is a reduction in force. Those take time and uncut severance packages per the law. Intimidation, humiliation and creating of hostile work environments to avoid a RIF is illegal
The oath of office for the president is the same as all federal employers. Obey the law nor just the laws you like
Seems partisan to me, though I do like Rinnai America. I’m not impressed, yet.
I wonder if Rep. Jack will join his leader, Comrade 47, in promoting Mr. Putin over our traditional allies.
If he only supported the the hard working Federal employees in his district instead of throwing them away like Twitter trash like his spiritual leader.
