Fayette Commission to vote on Lake Peachtree pact

The Fayette County Board of Commissioners is scheduled to consider at its Nov. 12 regular meeting Chairman Charles Oddo’s recommendation to adopt a water franchise agreement between the county and Peachtree City.

This would be the latest in a series of intergovernmental agreements dating back to 1966 through which the city has granted the county water withdrawal rights for the provision of drinking water and other provisions. The new agreement would extend the partnership to 2035.

“It establishes terms concerning how water is provided to the City of Peachtree City and how water is withdrawn from Lake Peachtree, grants franchise rights to the county to provide and operate the County-owned and operated water system within public right-of-ways, and establishes miscellaneous provisions,” according to county staff.

The agreement was approved in Peachtree City by the City Council last week.

In other business, the board will consider Environmental Health’s recommendation to amend the county ordinance pertaining to payment of fees. The Fayette County Board of Health has adopted a schedule of fees for its services, inspections and permits, but there are some who have not paid their fees, according to county staff. The Board of Health has worked with the county attorney in an effort to enforce the payment of fees for its services and to suspend permits for those who do not pay fees. The new ordinance, if adopted, would deem non-payment of fees as a violation.

County staff is recommending that the board approve funding of $217,937 of the Solid Waste Fund related to the construction and opening of a new inert landfill. The county closed its inert landfill Oct. 1.

The board will be looking at the Public Art Committee’s recommendations for renovation of the county staff’s break room.

The committee is currently using local high school art students to help improve the “appearance and ambience” of the break area, according to county staff.

The recommendations also include upgrades to the room’s flooring, wall coverings, ceiling, and amenities (coffee machine and television) that will be installed by the Building and Grounds Department.

The Public Art Committee has also recommended that the board approve an agreement with various local artists to complete a project consisting of county staff photos to be used for the Human Resources Department mural.

A call for photographers was issued in August for the “County Government Works” project, with each photographer assigned a department and tasked with photographing employees at work. The Public Art Committee will determine which photos are on the mural. There is no compensation for participations and all photographers whose work is displayed will receive credit on the mural.

The board is scheduled to consider proposed revisions to the county’s grant management policy, including authorization for the chairman and vice chairman to sign grant applications not in excess of $100,000.

The consent agenda includes the proposed addition of River Park Phase 1B subdivision to the county’s street light program; disposition of $1,595 in tax refunds; the recommended appointment of Charles McCollum to the Recreation Commission; and a proposed three-year agreement with Georgia Administrative Services at $15,000 per year to serve as the county’s third-party workers compensation administrator.

Scheduled proclamations include recognition of the winners of the Sixth Annual Pumpkin Carving Contest as well as the top three participants in the Fayette County Scarecrow Contest and several community awards issued by the Public Art Committee, along with the Extension Office’s newest graduates of the Wildlife Gardener Program and the second-place finish by the Fayette County 4H at the State Wildlife Judging Competition.

There are no public hearings scheduled and there is no old business on the agenda.
