Paschal, of 100 Westbridge Circle, was charged with failure to yield, Woodie said. Further charges are pending because there is evidence that Bass was under the influence of alcohol, Woodie said.
A decision on the charges will be made after blood alcohol results come back from the Georgia Bureau of Investigation's crime lab, Woodie added.
