County to pursue CID legislation

The Coweta County Commission on Dec. 20 adopted a resolution asking the General Assembly to pass local legislation that would lead to the creation of Community Improvement Districts (CID) in the county.

Passed by unanimous vote at the request of county staff, CIDs are used to assist in continued economic development and employment opportunities, said County Administrator Michael Fouts.

By state law, CIDs can be created for things such as street and road construction and maintenance, stormwater and sewerage systems, water systems and parks and recreational facilities.

The nearby South Fulton CID was created years ago, spearheaded by then-Fairburn resident Sandra Hardy, and functions in the industrial area adjacent to Interstate 85 in the Fairburn and Union City areas.

Always contained in a specified geographical area, a CID is required to gain the consent a majority of owners of real property within the CID boundary which constitute at least 75 percent by value of all real property within the area which will be subject to fees, taxes and assessments by the CID governing body.

Pertaining to residential properties within the CID boundary, those properties are not taxed and are not eligible to participate in CID governance.
