Rezoning requester changes mind, will seek annexation

A rezoning request before the Fayette County Board of Commissioners is now slated for withdrawal.
 
The petitioners who sought rezoning from A-R to C-H for 5.89 acres on Hwy. 85 to develop a plasma donation center have now requested to withdraw the rezoning petition. That item is on the agenda for the board’s Aug. 25 regular meeting.
 
According to a staff report, the request was made because the applicant intends to request annexation into Fayetteville. Staff and the Planning Commission recommended approval of the withdrawal request.
 
The only item of old business on the agenda is a recommendation to appoint Lavonia Stepherson to an unexpired term on the McIntosh Trail Community Service Board. This was tabled at the board’s last meeting. Stepherson was re-appointed to the Fayette County Hospital Authority in July.
 
Under new business, the board will consider the reappointment of Angela Hinton Fonda, Pete Nelms and Anthony Rhodes to the county’s Department of Family and Children Services Board.
 
Other items include an ordinance regarding retention of public records and a separate ordinance pertaining to a records management plan.
 
Commissioner David Barlow has recommended that the county enter into a contract with the Carl Vinson Institute of Government at the University of Georgia to conduct a compensation and classification study at a cost of $28,250. That will be considered by the board at the Aug. 25 meeting.
 
Also on the agenda are requests by Commissioner Steve Brown to change the hours for fishing on county lakes and to allow children 12 and older to operate canoes, kayaks and stand-up paddleboards solo while exempting children under 12 participating in the RowAmerica Peachtree program with certain safety and supervisory provisions.
 
Brown has also requested adoption of an ordinance extending Tuesday and Thursday hours during the 21-day early voting period as well as a resolution “in opposition of judicial intimidation and in favor of open government and free speech.” In his supporting documents he cited the recent case of a north Georgia judge who sought an indictment against a local journalist seeking certain records regarding her court.
 
Brown has requested that the board discuss its policies regarding Hospital Authority appointments. In emails provided as supporting documents Brown expressed concern about Chairman Charles Oddo’s recent decision to withdraw from consideration for his own reappointment to the authority, which Brown maintains should have representation from the Board of Commissioners at all times.
 
The consent agenda includes an ordinance amendment reflecting changes in state law regarding the definition of dangerous dogs and how they are classified, along with a resolution pertaining to a Fayette County Hospital Authority bond issue and a Water Committee recommendation to adopt a revised Reservoir Management Plan.
 
The county will recognize Firefighter/EMT Wendell Madison as “Firefighter of the Year” and receive a short presentation of Chief Ranger Harold Quigley’s annual report.
