Update – Thursday 4 p.m.: It has been confirmed by Pennsylvania authorities that a Peachtree City man arrested Sept. 12 on warrants from that state listing a multitude of charges of deviant sexual acts with children dealt with the repeated rape of a young girl over a four-year period.
Peachtree City Police spokesperson Rosanna Dove said 57 year-old Christopher Jackson Carter, of Wisdom Circle, was arrested Sept. 12 on outstanding warrants stemming from an ongoing investigation by the Pennsylvania State Police.
Pennsylvania State Trooper Craig Vanlouvender on Thursday said the repeated sexual offenses took place between 1990-1994 and involved a young girl who was 4 years of age when the crimes first occurred.
The charges include 10 counts each for rape by forcible compulsion, rape of a mentally ill or deficient victim, involuntary deviate sexual intercourse by forcible compulsion, involuntary deviate sexual intercourse with a mentally ill or deficient victim, involuntary deviate sexual intercourse with a victim less than 16 years of age, aggravated indecent assault – without consent, aggravated indecent assault – over 18/under 14, indecent assault without the consent of another, indecent assault – over 18/under 14, endangering the welfare of children and corruption of minors.
Commenting on the warrants, Vanlouvender said there was a single victim, a girl who was age 4 when the crimes first occurred. Carter is alleged to have sexually abused the girl on other occasions over the next four years, until she was 8 years old. Vanlouvender said the charges listing a “mentally deficient or mentally ill victim” was due to the girl’s young age when the crimes occurred.
Though no details of how Carter might have had access to the girl have been released, Vanlouvender confirmed that the victim was known to Carter.
“It took her a long time to process what had happened to her,” Vanlouvender said of the victim who came forward in 2009.
It was after investigating the allegations that warrants were issued for Carter in two Pennsylvania counties, Vanlouvender said. It was not immediately known how or when Carter arrived in Peachtree City, though Vanlouvender did say that Carter had lived in other cities in Georgia and Florida since the mid-1990s.
Dove said Carter was taken to Fayette County Jail where he is awaiting extradition by the Pennsylvania State Police.
