After hosting multiple public forums regarding the State of Georgia’s House Bill 581, the City of Fayetteville has issued an “intent to opt out of homestead exemption” notice to engage in more research and public discussion before the Fayetteville City Council makes a final decision on how to respond to this legislation. City officials will hold three official public hearings: February 24, 2025, at 6 p.m. and February 25, 2025, at both 9 a.m. and 6 p.m. These meetings will take place in the Council Chambers of Fayetteville City Hall.
“Our thoughts have actually been to opt into the state’s new homestead exemption plan as outlined in last year’s House Bill 581 and approved locally and statewide by voters, but after considering feedback from some residents, we thought it would be wise to continue the public discussion,” said City Manager Ray Gibson. “The state does give us as a city the right to opt out of their homestead exemption plan if we go through the process of publishing an official ‘intent to opt out’ notice and hold three public hearings on the matter. So, while the City Council has not yet indicated a desire to opt out, we want to keep that option open for a couple more weeks, thereby giving us more opportunity to discuss our options and opportunities with the public.”

NOTICE OF INTENT TO OPT OUT
OF FLOATING HOMESTEAD EXEMPTION
The City of Fayetteville will hold three public meetings regarding the intent to opt out of the floating homestead exemption under House Bill 581. The public hearings will be conducted as follows:
- First Hearing: February 24, 2025, at 6:00 PMin the Council Chambers at City Hall located at 210 Stonewall Ave. W. in Fayetteville, Georgia.
- Second Hearing: February 25, 2025, at 9:00 AM in the Council Chambers at City Hall located at 210 Stonewall Ave. W. in Fayetteville, Georgia.
- Third Hearing: February 25, 2025, at 6:00 PM in the Council Chambers at City Hall located at 210 Stonewall Ave. W. in Fayetteville, Georgia.
At these hearings, members of the public will have the opportunity to voice their opinions about this proposed action. The Governing Authority will then consider adopting a resolution to opt out of the floating homestead exemption immediately following the Third Public Hearing on February 25, 2025.
